ANYA demands cancellation of Act

ITANAGAR, June 13: The All Nyishi Youth Association (ANYA) has demanded immediate cancellation of the “The Arunachal Pradesh District Based Entrepreneurs And Professionals (Incentive, Development and Promotional) Act, 2015.” Earlier, the Bill was passed by the Arunachal Pradesh State Legislative Assembly in its fourth session of the Sixth Legislative Assembly. Strongly opposing the Act, ANYA president Biri Kakum said that all the contract works will be divided and performed by those eligible contractors and firms hailing from the very territorial jurisdictions of an assembly constituency as per the rules enshrined in the Act. He claimed that there will be foul play by the MLAs and higher ups “as all the contract works will be in the pockets of the legislators.”

As per the notification, ANYA said, works above Rs 10 crore will be bestowed to the registered contractors in class 1 categories and who are eligible for national and international bidding, which is a clear blockade for the young entrepreneurs and contractors of the state.

It threatened to launch democratic movement if the authorities don't pay heed to its plea.

Governor discuses state issues with PM

ITANAGAR, Jun 13: Governor of Arunachal Pradesh JP Rajkhowa today called on Prime Minister Narendra Modi in New Delhi and discussed with him various important issues of the state.

During the meeting, the Governor emphasised on strengthening the border areas, harnessing the natural resources of the state and expediting road, railways and air connectivity projects. He also stressed on human resource development through skill development initiative. PRO to Raj Bhawan

56 cases settled in Lok Adalats

ITANAGAR, Jun 13: As many as 54 cases of various natures, including civil and criminal, were settled in Lok Adalats held in various courts throughout the state, informed Arunachal Pradesh State Legal Services Authority.

The court of Additional District & Sessions Judge, Pasighat disposed of highest number of 29 cases of bank recovery and MACT.

The court of Judicial Magistrate (First Class), Daporijo disposed of one civil and 11 criminal cases while two civil and one criminal cases were settled in the courts of Additional District and Sessions Judge, Basar and Chief Judicial Magistrate, Ziro respectively.

Social service conducted

ITANAGAR, June 13: A social service was conducted in ward No.10 Itanagar Municipal area today led by Councilor Tadik Tagru along with Chief Executive Officer Itanagar Municipal Council and residents. The objective of cleanliness drive was to create hygienic environment and spread awareness on disaster management to general public during monsoon season.

Tawang NGO at remote Nepal

ITANAGAR, June 13: The Heritage Preservation Council of Tawang, an NGO from Tawang district has reached at remote village called Saleghat in Ramachap and Singchuli district 105 kilometers from Kathmandu in its mission helping hand for Nepal. This was informed by the NGO President Jambey Tsering here this evening. The NGO volunteers distributed relief materials to the Earthquake affected people and helped in rebuilding the houses and clearing the rumbles. The Heritage Preservation Council of Tawang is planning to trek remotest villages in Nepal where relief materials from government are still to be reached, added Jambey.

Social service conducted

CHANGLANG, June 13: The Galo Welfare Society (GWS), Changlang unit has organised a one-day social service under Swachh Bharat Abhiyan at District Hospital Changlang today. Led by GWS district unit president Hortum Loyi and general secretary Dr. Tope Yomcha, the Galo community members conducted cleanliness drive in and around the hospital including indoor wards and mortuary. The members also constructed a bypass road for pedestrians near the hospital. This bypass road is expected to prevent the public thoroughfare within the hospital premises which was one of the major causes of littering in and around the hospital.

Meanwhile, Loyi lauded Deputy Commissioner Chanchal Yadav, Health and UD departments for extending all kinds of support for successful conduct of the social service.

Kaso conducts 2nd phase of inspection

ITANAGAR, June 13: Local MLA cum parliamentary secretary UD and Housing Techi Kaso today conducted the 2nd phase of inspection in landslide hit areas in and around the Capital complex.

While inspecting the damaged Donyi-Polo road under ward No. 17, Kaso appealed the department concerned for installation of new bailey bridge at the earliest. He was accompanied, among others, by EE Taniya Soki, Ward No. 17 Councillor Kabak Taka during his visit.

Later, Kaso also took stock of rain water damaged under Ward No. 12.

"The road connecting ESS sector to Raj Nivas is a lifeline for various establishments including GHSS and director of education. The road needs early renovation,” he opined.

He also appealed to the respective councillors to submit rain water damage report for necessary action.

Training on Dipi Uyu Monam

ITANAGAR, Jun 13: More than 20 persons were trained on “Dipi Uyu Monam” (making and designing of images of deities and spirits) in a programme organised by Adi-Galo Indigenous Culture and Training Forum (AGICTF) at Mopin-Solung ground here today.

Training were given on “Peka Bogii”, “Rayo monam,” “Nyabchi monam”, Taluh, “Nyobok”, “Tumte raate,” “Rilum and “Murko gonam.”

APIDFC Managing Director and former president of Indigenous Faith and Cultural Society of Arunachal Pradesh Tony Koyu, who was also present during the training, urged people of both the communities to preserve their age-old culture and traditions that are passed on from one generation to another.

Priest and president of AGICTF Marpe Bojir was the resource person of the training programme.

Association express dissatisfaction over MLA‘s work

ITANAGAR, June 13: The Arunachal Anti-Corruption Sena, Siang district unit has called the leader of opposition Tamiyo Taga as the most irresponsible MLA of the state.

This is his fourth time as an MLA from 32-Rumgong Assembly constituency. He has always been in the opposition party. We want to know when will he be a part of the ruling government and will show some ray of light of development for the people of his constituency, it said in a release adding, Rumgong constituency has become the most backward in the state with no basic amenities like electricity, drinking water, medical facility and road connectivity, unemployment problem, education system functioning below minimum standard, but the MLA is turning deaf ear to all the problems.

The association further urged him to seek funds from the Central government.

NBB wins Summer Tournament Trophy

ITANAGAR, Jun 13: Summer Tournament hosted by All Arunachal Basketball Association and Orunasol man concluded with Naharlagun Buzzer Beaters (NBB) winning the trophy with a 5 point lead (64-59) and Intense Basketball Team (IBT) securing the runners up position.

Vishal Thakuri of NBB was adjudged as the MVP of the tournament. Other participating teams were AUB, WDB and Vibe Wires.

Hong Dree Football

ITANAGAR, June 13: The 26th Hong Dree Football tournament organised by Hong Dree Festival Celebration Committee was kicked off by Mokar Riba, EAC cum BDO Hari Hong CD Block at Hanoko on June 10.

The inaugural match was played between Siiro Sports Club (SSC) and Kensang Sports Club (KSC) in which SSC beat KSC by 3-0 goal.

No consent for Middle Siang hydel project: Assam CM

Guwahati, Jun 13: (PTI) Assam Chief Minister Tarun Gogoi today said that the state government has not given consent for construction of the Middle Siang hydel project in Arunachal Pradesh.

"Assam government has not given any go ahead for the Middle Siang project," Gogoi said in a statement here. "Inspite of the denial of the state government, Union Minister for Water Resources Uma Bharti continued to repeat that the Centre (has) got the state government's consent for the hydel project," he said.

Her repeated assertion of receiving state government's consent for the project is nothing but an attempt to hoodwink the people which is an inherent character of the NDA Government, Gogoi added. PTI

Families of Behali victims’ stage protest rally, demands safe highway

ITANAGAR, June 13: Hundreds of protestors joined the peace march being organised by the victims’ family members and affected people called for “safe highway” and ‘save NH52’ here today. The protest march was organised in the aftermath of Behali incident in which two Arunachalees namely Tadung Tachang and Chaling Natung of East Kameng were set ablaze with their Bolero vehicle on June 5th last by miscreants believed to be Adivasi youths who were allegedly seeking revenge after a man was found dead along the Arunachal boundary.

The protestors were shouting slogan for safe highway stating that Arunachalees plying on NH52 often become soft target of Assam police and the people of Assam. Donning the pictures of two victims on placards and banners read, “We need Justice, Not Mercy” the agitated protestors started their march from Akashdeep in Ganga which culminated at Tennis Court IG Park here.

The symbolic protest is a clear message to the newly appointed Governor JP Rajkhowa who hails from Assam to bring mechanisms for safety road particularly for the people of Arunachal Pradesh. “Arunachalees are unnecessarily harassed and targeted by both Assam police and people on NH52”, said Aga Taku angrily. “How long will we silently endure such atrocities from people of Assam and Assam police” Niya Tok another protestor shouted while appealing the Governor to bring permanent solution to end this menace. Outraged with frequent harassment and unnecessary torturing of Assam Police and public to Arunachalees and Arunachal registered vehicle along NH 52, people from all walks of life took part in the rally.

Later the protestors submitted a memorandum to the Governor (which was received by Deputy Secretary to Governor) demanding immediate trial of culprits arrested in Behali case and sought exemplary punishment to the accused. It is said that unnecessary harassment of Assam police and people to Arunachalees travelling along NH 52 is the main concern between Assam and Arunachal Pradesh.

Arunachal media condemn killing of scribe, demands punishment

ITANAGAR, Jun 13: The media fraternity in Arunachal Pradesh has strongly condemned the incident where a journalist was charred to death allegedly by a politician in Uttar Pradesh.

Jagendra Singh, the scribe, was allegedly set on fire by policemen sent to his house by Uttar Pradesh dairy development minister Ram Murti Verma on June 1.

Singh died on June 8 in a hospital.

The scribes in the state under the aegis of Arunachal Press Club (APC), Arunachal Pradesh Union of Working Journalist (APUWJ) and Arunachal Electronic Media Association (AEMA) while condemning the incident in strongest terms, asked the authorities to award stringent punishment to the accused so that such incidents are not repeated anywhere in the country in future. “Journalists are always subjected to verbal abuses and physical assaults despite working in adverse conditions and with low salaries. They always become scapegoats when they stick to their commitment and call of duties defying dictates from corrupted politicians,” APC President Chopa Cheda said in a statement here.

The president also condemned attack on scribes across the country in recent times and urged the concerned state governments to initiate measures for safety and security of the journalists who performed their duties with utmost sincerity and dedication.

The press fraternity also expressed concern over the fate of hundreds of employees who lost their jobs after Guwahati-based satellite channel Focus NE was closed down suddenly.

The state media also requested the authorities of the news channel to compensate the journalists adequately.

Parliamentary Committee in Itanagar

ITANAGAR, June 13: A 15-member team of the Parliamentary Committee on Government Assurances headed by its Chairman Ramesh Pokhriyal Nishank called on Chief Minister Nabam Tuki for an informal interaction at his official residence here this evening.

During his interaction, Pokhriyal appreciated the various flagship programmes being initiated by the state government for welfare of the people and development of the state.

The Committee had earlier visited the Lower Subansiri Hydro Power Project being executed by the NHPC and took first hand report of its status.

Pokhriyal lauded the support given by the state government for execution of the ambitious project when the Chief Minister urged the Committee to take up the matter with Government of India on a positive note.

The Parliamentary Committee, entrusted with the job to study the feasibility of establishment of a national level film institute in the state as assured by the central Govt, submitted that Arunachal is best location for such an institute. It hailed the state government for clearing the decks for establishment of the institute by earmarking enough and suitable land near the state capital. Earlier, while welcoming the parliamentary committee team, Chief Minister Nabam Tuki expressed hope that their study visit has been a fruitful one and would be beneficial to the state and its people in days to come.

Also present during the interaction were Ministers Chowna Mein, Tapang Taloh, Gojen Gadi and Rajesh Tacho, Parliamentary Secretaries Tapuk Taku, Gum Tayeng and Jomde Kena besides Chief Secretary Ramesh Negi.

Sensitization prog on Protection of Children from Sexual Offences Act

ITANAGAR, Jun 13: Arunachal Pradesh State Legal Services Authority (APSLSA) along with district ICDS cell, Yupia conducted a daylong sensitisation programme on Protection of Children from Sexual Offences Act, 2012 for the members of Juvenile Justice Board, Yupia, Child Welfare Committee, Yupia and Capital Complex, Child Development Project Officers.

Legal experts, including District & Sessions Judge cum Member Secretary, State Legal Services Authority Budi Habung, Chief Judicial Magistrate, Yupia Hirendra Kashyap, advocate Sunil Mow and OSD, APSLSA Dani Belo gave overview on Juvenile Justice Care and Protection Act,2005, Protection of Children from Sexual Offences Act, 2012 and various provisions under these Acts, their aims and objectives. Dani Belo, OSD, APSLSA, spoke on AP Victim Compensation Scheme, 2011 and the procedures to obtain the scheme.

Flash flooding, erosion in NERIST

ITANAGAR, Jun 13: Reports of flood and landslide related damages due to rains are still pouring in from different locations in and around Capital Complex.

Flash flooding and massive erosions are reportedly posing great threat to building, residential quarters, hostels and other infrastructure of North Eastern Regional Institute of Science and Technology (NERIST).

The residential compound of the director of the institute and adjoining VIP guest house were inundated by flashflood this morning for the third time in a month. Water almost touched the floor of the director’s bungalow.

Further, massive erosion caused by a stream that flows through the NERIST campus almost touching the CEP building, power house (NERIST), hostel (block A) and indoor stadium has been posing great threat to these infrastructures. Unchecked mining of sands and gravel in the river/stream bed is held mainly responsible for the erosion which is compounded by human settlements and deforestation upstream, informed Dr. Tado Karlo, chief warden of hostel (T/IV/01), NERIST.

While explaining the causes of the flash flooding and erosion, the hostel warden appealed for initiating timely protective measures. Otherwise, the river may change its course and flow through the playground and the hostel campus, he said.

Rain has also caused extensive damage to Papu Happa Catholic Church road that links GM Office and Pachin Colony, informed Press Colony, Papu Happa and Kurung Pare Colony Youth Association. It appealed to the state government and department concerned to provide fund for maintenance of the vital road to ease communication problem.

Meanwhile, Arunachal Development Union (ADU) fed up with recurring communication disruption on Banderdewa-Itanagar (via Karsingsa) road urged the State Government to declare more viable Harmuty-Itanagar road (via Doimukh) as National Highway.

Development of the Harmuty-Itanagar road (via Doimukh) as national highway will not only permanently solve the recurring communication problem and save huge amounts that are being spent every year for repairing and maintenance of the Banderdewa-Itanagar (via Karsingsa road) but also help the farmers transport their agriculture and horticulture produces to nearby railway station for marketing, said ADU in a release.

Further, the construction cost of the highway via Karsingsa will much more cost effective to construct than Harmuty-Doimkh-Itanagar road due to its zigzag landscape with several sinking zones that are very prone to landslides and erosion. Further, illegal occupation of government land along the road side for claiming compensation will become added burden for the state government, it said.

Capacity building training in basic computer for Upper Siang concludes

ITANAGAR, June 13: The three-week long capacity building training on Basic Computer under BADP for Upper Siang district came to an end at DBYC here today. The programme was sponsored by the Department of Skill Development and Employment Generation.

Speaking at the valedictory function, Angad Prasad Yadav, ITBP Commandant, while appreciating the DBYC for the various youth empowerment activities, exhorted the trainees to actively participate in the development process of the country. “I want you young people to take our country to progress as you are the backbone of our nation,” he said.

The Commandant also encouraged the trainees to be always a part of the solution in every problem and asked them to keep their goals clear. Think positive and never stop till the goal is achieved, he said. He further exhorted the youths to join ITBP and serve the nation.

Dr. V N Sharma, SLO, NSS, has exhorted the trainees to be ahead of the times in these days of information technology. He called them fortunate to get such facilities which were never available earlier.

Taw Tebin, President, Arunachal Pradesh Catholic Association, reminded the trainees that life is a race; one must run with determination, enthusiasm and never forget the goal. Tebin called upon the young people to be positive at all moments of life. He exhorted the youth of all border blocks to make full use of the Government of India scheme under BADP which provides various skill development training programmes.

The trainees and DBYC youths also presented cultural items to mark the occasion.

Reaction on rumour baseless: Mein

ITANAGAR, June 13: The reaction of East Siang district administration over the so-called transfer of Pasighat-based Central Agriculture University (CAU) is based on rumours and baseless, said Agriculture, Horticulture, Animal Husbandry & Dairy Development Minister Chowna Mein.

When the GoAP is neither aware of it nor has issued any order, the district administration should not react on rumours, he reasoned in a statement.

The GoAP’s top priority to agriculture and allied sector has yielded excellent results to help the state win Krishi Karman Award for three consecutive years. Therefore, the state Govt aims at making the CAU a top ranking varsity to produce agri-scientists and agriculturists to boost the sector, Mein said with conviction.

Moreover, on reaction on private universities set up in the state aimed at making quality education available at the door steps of the people, Mein said that as per MoUs signed with the GoAP the private varsities are expected to offer quality education.

“I as a senior politician can take the responsibility to ensure quality education by private varsity including Namsai-based Arunachal University of Studies but distance myself from their wrong doings”, he said

If there is any wrong doing by any private varsity anywhere, the GoAP is not responsible but it should initiate legal action if any Arunachalee is affected by their wrong action, Mein added.
